The show works like that in strange ways, like how ice moves tend to hurt water types more than in the games? Its because most water types have smooth wet skin. (Have you ever been slapped while you're wet? Thats what ice on water feels like. So if you were to use hydro pump on cinderace it wouldn't have much more of an affect than it would against Pikachu (electric resists water)

Lol pokemon don't ways take damage like that. Some pokemon like the Charmander evolutions have their tail, which if goes out they die. Others like ground types who are made of rocks and stuff hate water because they love being dry. However water itself can't harm cinderace who is basically just a bunny that breathes fire, which would be no different then Pikachu or Eevee in water.
